When the Governor signs a pardon or commutation, the Secretary of State's signature is affixed, the Seal of the State of Maryland is applied, and the pardon is recorded in the Pardon Docket maintained by the Secretary of State. The original pardon or commutation is returned to the Governor's Office.   ​
