Apply to ACP

The Address Confidentiality Program serves Maryland residents, regardless of immigration status, who have recently relocated or intend to relocate within 30 days to a new address. The ACP cannot redact an address from public record, so the program is unable to protect survivors or threatened individuals whose address is already known or publicly available. Survivors living in shelters or temporary housing are welcome to apply.

Eligible applicants are:

  • Survivors of threatened, attempted or actual domestic violence, human trafficking, sexual assault, stalking, or harassment
  • Individuals under increased potential threat or with elevated security or privacy concerns, perhaps due to employment, having witnessed a crime, or for any other reason
  • Guardians of a minor child or disabled person if they fear for the safety of their dependent
  • Family or household members of an ACP participant

Applications are available through Application Assistants, professional victim service providers registered with the Office of the Secretary of State. An Application Assistant will help you develop a safety plan and determine if participation in the ACP is a good fit.

Applying to the ACP may take up to 10 business days. Safeguard your location. Keep your address confidential.

  • Do not submit a change of address to USPS
  • Do not update your address on your driver's license
  • Do not purchase property until after acceptance to the ACP
  • Do not disclose your new address
